HSM High-Security Shredders: P-6 and P-7 for US Classified Work

High-security shredding is a different discipline from office shredding. At P-6 and P-7 the specification is the particle, not the throughput — and every other characteristic of the machine follows from that. Sheet capacity drops, run times lengthen, waste behaves like dust rather than confetti, and the approval paperwork matters as much as the spec sheet. What P-6 and P-7 mean
Both are levels on the DIN 66399 scale, which our security level guide sets out in full. The short version:
- P-6: particles no larger than 10 mm² with tightly constrained strip width. Reserved for information whose disclosure would be seriously damaging.
- P-7: particles no larger than 5 mm² — the highest level on the scale. The output genuinely resembles dust rather than shredded paper.
- The scale stops at P-7: there is no P-8. Anything advertised above P-7 is marketing rather than standard.

DIN level and NSA/CSS approval are not the same thing
This trips up more US buyers than any other point. A machine can meet P-7 by particle size and still not appear on the NSA/CSS Evaluated Products List. For classified US government work, listing is what counts — the DIN level alone does not satisfy the requirement.
- Buying for a federal mandate: start from NSA/CSS approved shredders and compare only within that set.
- Buying for commercial confidentiality: the DIN level is the relevant measure, and P-6 is already a very high bar.
- Buying for a contract flow-down: read the clause. Contractors are frequently required to match a specific listing, not a particle size.

Plan for the throughput reality

- Sheet capacity falls sharply: a machine handling 20 sheets at P-4 may handle a handful at P-7. This is inherent — finer particles mean vastly more cutting work per sheet.
- Size on daily volume, not peak: undersizing a high-security machine produces a queue of sensitive material waiting to be destroyed, which is its own security problem.
- Respect duty cycles: these motors work hard. A cool-down period is a specification, not a suggestion.
- Staples and clips: check the rating. High-security cutting heads are precision assemblies and less forgiving than office machines.
Waste handling changes too
- The output is dust-like: it packs densely, escapes from open bag necks and settles on surfaces. Change liners at three-quarters, not full.
- Density works in your favour: the same cabinet holds far more paper by weight at P-7 than at P-4, so emptying intervals are better than the sheet rate suggests.

- Air quality: in a small enclosed room running continuously, paper dust is worth planning for. Ventilation or filtration is a reasonable line item.
Maintenance is not optional at this level
- Oil on schedule: super micro-cut heads are the least forgiving of neglect in the entire range. Use HSM shredder oils and treat it as a fixed routine.
- Never force a stall: reverse, clear, oil, resume. Forcing a high-security head is expensive.

FAQ
Is P-7 required for HIPAA or FACTA?
No. Both are satisfied well below P-7 — P-4 or P-5 is the normal commercial answer. P-7 exists for classified government material, and buying it without a mandate costs throughput every single day.
Does a P-7 rating mean the machine is NSA approved?
No, and this is the most consequential misunderstanding in high-security buying. Check the approved list directly if a federal requirement applies.
Why is sheet capacity so low on high-security machines?
Because the cutting head is doing far more work per sheet. Reducing a page to 5 mm² particles requires many more cutting operations than reducing it to cross-cut chips.
Can one machine cover both routine and classified shredding?
It can, but it is usually a poor trade. Running everyday paper through a P-7 machine wastes its limited throughput and accelerates wear. Many sites run a P-4 office machine alongside a smaller high-security unit.
Start from the requirement: if a federal listing governs your purchase, begin with NSA/CSS approved shredders. If the driver is commercial confidentiality, high security shredders at P-6 will more than satisfy it.
